Entry Requirements for Pakistani Students
Germany's entry system is different from the UK or Australia — and getting it right is where most Pakistani students need expert help. Here is exactly what you need.
Undergraduate Pathways
Studienkolleg + Feststellungsprüfung (FSP)
- A one-year (two-semester) state foundation course taken in Germany
- Ends with the FSP exam, which grants a subject-restricted university entrance qualification
- Streams: T-Kurs (engineering/tech/maths), M-Kurs (medicine/bio), W-Kurs (economics/business), G-Kurs (humanities)
- Requires B1 (some B2) German to enter; you reach B2–C1 by the FSP
- Bonus: completing it in Germany exempts you from Baden-Württemberg's €1,500/sem tuition
University Study or A-Levels
- One completed year of university study in Pakistan at a recognised (H+) institution → apply directly to a comparable German bachelor's
- Two completed years gives a stronger case at more universities
- Cambridge A-Levels with the required subject combination and grades → direct entry, no Studienkolleg needed
Postgraduate (Master's) — The Smoother Route
Master's Admission

One of the biggest misconceptions is that you must speak German to study in Germany. For most international Master's programmes, you don't.

The German Student Visa (National D Visa)
Pakistani students apply for a National (D) Visa for study purposes at the German Embassy Islamabad (or Karachi consulate for Sindh/Balochistan). Here is the full process.
The Visa Process
Get your APS certificate
Apply to the Academic Evaluation Centre (APS) at the German Embassy Islamabad. This verifies your academic documents and is required for both your university application and your visa. Fee ~€185. Start early.
Sit your language test
IELTS 6.0–6.5 for English-taught programmes, or TestDaF/DSH for German-taught programmes. Book early to have results ready for the application deadline.
Apply to universities via uni-assist
Submit your APS certificate, transcripts, and language results through uni-assist (or directly, depending on the university). Winter semester deadline is typically 15 July; submit to uni-assist by ~30 June.
Receive admission and open a blocked account
Once admitted, open a German Blocked Account (Sperrkonto) with €11,904 through Expatrio, Fintiba, Coracle, or Deutsche Bank. This proves you can cover your living costs.
Buy health insurance
Mandatory. German statutory insurance (TK, AOK) costs ~€120/month, or approved travel/incoming insurance until you enroll.
Book your embassy appointment and apply for the D visa
Submit your application via the Consular Services Portal and attend your appointment at the German Embassy Islamabad. Visa fee €75. Bring passport, admission letter, APS, blocked account confirmation, insurance, degree documents, motivation letter, and CV.
Receive your visa and travel
Processing takes 5–10 weeks (up to 16 in peak summer). On arrival, enroll at your university, register your address (Anmeldung), and open a regular bank account.

Why choose a private German university over a public one?
Public universities are tuition-free but require German at B2/C1, a Studienkolleg for FSc holders, and have rigid winter/summer intakes. Private universities charge €7,000–€25,000/year but are 100% English-taught (IELTS from 5.5, some accept a Medium of Instruction letter), accept FSc via a built-in Foundation Year, and admit you in weeks with 3–4 intakes a year. For most Pakistani students without German, a private university is the practical route.
Is it really free to study at a public university in Germany?
Almost. Most public universities charge no tuition — only a €150–350 semester fee. The exception is Baden-Württemberg (Heidelberg, KIT, Stuttgart, Freiburg), which charges non-EU students €1,500/semester. All other states are tuition-free. Can Pakistani FSc students study in Germany directly?
No. FSc alone is not accepted for direct bachelor's entry. You need either a Studienkolleg + Feststellungsprüfung, one completed year of university in Pakistan, or Cambridge A-Levels. For Master's, a 4-year HEC-recognised Bachelor's is generally accepted directly.
